The Ministry of Economy and Finance announced that foreign investors can now trade won-denominated bonds through Euroclear and Clearstream — the two dominant international central securities depositories. This is not a policy tweak. It is a structural upgrade to Korea’s financial infrastructure, reducing settlement latency and operational friction for cross-border capital flows.
The policy, effective immediately, allows foreign investors to access Korean Treasury bonds (KTBs) and Monetary Stabilization Bonds (MSBs) without the previous requirement of registering with a local custodian or opening a won account in advance. Loans in won for bond trading are also facilitated. This aligns with Korea’s broader ambition to join the World Government Bond Index (WGBI) and to compete with Hong Kong and Singapore as a regional financial hub.
From a systems perspective, this is a centralized — but efficient — settlement integration. Euroclear and Clearstream act as gateways, aggregating demand and reducing the number of direct counterparties for Korea’s clearing house. The effect is similar to a layer-2 scaling solution for traditional bonds: improved throughput, lower cost per transaction, but with the trust assumption placed in a single intermediary. The chain is only as strong as its weakest node, and here the weakest node is the settlement provider itself. A failure at Euroclear or Clearstream could freeze billions in won-denominated assets. In contrast, a tokenized bond on a public blockchain would have no single point of failure — at the cost of regulatory clarity.
